Depends upon the product/service type you are looking forward to promote.
If you are selling something which is more of a local or favors a particular area, demography or based on specific "likes or Interests" or if you wish to target a particular age group of lets say, 45-55yrs then perhaps facebook is your best bet ( Google, Bing can do the same thing but precision counts )
Ex: Restaurants for Non-vegetarians, Bars serving best whisky in a "random Scottish town"

If your product/service isnt bound by customers with specific interests or likes then Google & Bing will be you next best bet.
Other than the above,
Bidvertiser can serve search based traffic
Revcontent textual ad, widget ads/Display
50onred Keyword targeted CPM traffic
and many others, I am sorry.. I really cant recollect all those names right now.. but I can assure you, there are tonnes of them.. You can search here on BHW, I can recall some one has listed 100s of them in a post.
