You can hire anywhere, as per your requirement even in BHW forums. In these days Odesk works, but most software companies are offering for less price in Freelancer sites.

Why not consult to the localy company?

That's pretty much the going rate in India for ~150 hours/monthly

I have Erlang programmers available but those are definitely not going out at $500 a month! We use ChicagoBoss as the Erlang Framework and we also use Riak as the NoSQL database, but those programmers are too precious and I don't think I would ever rent them out.
