The best free phone call forwarder?

Hello i recently decided to try Local Video Seo and have created videos in several high ticket local niches. What are the best free phone call forwarder system out there that i can use and put a phone number in the title of the videos that will transfer the call to the number of any clients that i may get? When i rank a video i do not want to change the phone number in the title as that can hurt the rankings of the video. I heard of Google Voice but it is not allowing me to sign up. It seems they are not accepting any more signups. Any suggestions? ( please note is said Free)
