Where are there independent intelligence agencies? cecis and the CIA have their heads appointed by their respective country leaders.
 
as long as his successor will actually do something to prevent cross-border attacks against its neighbors and crack down against the extremists, than i guess its a good thing.

but if the successor just does the same as he did (next to nothing, except give denials and say these things do not exist, while he and the ISI are probably behind most of it) then not much will change in its standing to the rest of the world
 
The sad truth is power corrupts. Most times when a leader is elected, when his times is near he finds a way to 'stay in power'. Maybe under the ruse of a threat to the country's stability from outside sources or putting a puppet in place. It's happening in a lot of places.
