Facebook ad accounts usually get banned for many reasons, such as policy violations, unusual activity (changing IPs, devices, adding multiple payment methods), payment issues, new or low-trust accounts, or being linked to previously banned accounts.
 
Meta's application of AI to scan for user violations causes a lot of trouble; your account might be locked for unusual behavior even though you did nothing wrong. Wait a while, and if it is still locked, file an appeal and contact Meta's support unit.

i think just because fb scans and tighten policy recently, so we need to adjust content to comply with their regulation and try to built accs with clean payment history, the rate of ban will be reduced

Usually due to policy violations, bad quality scores, or repeated disapprovals flagging your business.
Appeal the ban and clean up creatives/landing pages before re-applying.
 
It's possible that the ad campaign has a low historical performance score due to a low click-through rate (CTR), numerous negative reviews, and a high number of chargebacks, leading to user complaints.
