it can cost anywhere from $0.5 to $1000s, depending on the type and quality of the link. You need to be more specific about which type of link you are referring to....
If you're asking with regards to ranking in google, the higher the better as google rarely ranks sites with low DA anymore, so you gotta aim high....
this depends too. Some people are happy with 20-30 DA, others want over 60, so it's up to your preferences...

specifically I'm interested in textlinks in blog posts and in footers. Websites with DA 20+, traffic 1k+

It depends on the niche and traffic of the websites. The rental will be on a monthly or yearly basis, starting at $100–$150 per month, but I'm not sure of the exact pricing.
