I didn't follow tether much. What does this mean? Someone withdrew a lot of USDT to USD? Or is it the other way around? Did someone just create 1 bil USDT?

Its a chain swap. They are taking Tether off Tron to put it on Ethereum. It has no effect on the amount of tether in circulation.

Tether is tied to dollar even with burns it won't increase in price.
