Terms and Privacy pages question

I'm gonna be using a generator to create my pages, so have to ask, would I need to have these pages set as "noindex" to avoid getting a duplicate content penalty? Since it's gonna be pretty much the same as many other websites' terms and privacy.

If you googling "duplicate content penalty", you will found some Google's Staffs said, "Duplicate content doesn’t cause your site to be penalized."

And because this is about "Terms and Condition" page, obviously you don't need it to rank on SERP, right? And you also don't have any intent to manipulate search results for that spesific page? If not, the you are alright, no need to put noindex tags on that page.
