You could try iwriter. I have seen some gigs there requiring exactly the same thing as you.

If you are using WordPress you could try this OP as it can be edited to your requirements in the WordPress editor

You can get templates online that show exactly how some of these pages should look like. Just do a google search on the topic.

For our websites we take any competitor and then rewrite T&C and other policies as per our requirements.
Regarding iwriter, you can get scammed with plagiarized content as it is hard to rewrite legal pages in the right way.
