I have a question regarding my Telegram usage. Today, after sending four messages, I can no longer initiate conversations with new contacts. When will this restriction be lifted? Will my account be banned?
The account was purchased and has been used safely for over a week. I’ve been logging in via my phone, and today was the first time I used the web version.

today I'm only allowed one new chat.
 
That means you are now in spam block. No exit from that. That happening when 1-2 person send you to block and report about spam. Thats not good idea to send messages from your main account.

you can check the information on @spambot telegram
they will show you when your restriction lifted. i also get that almost every week when i contacting new contact more than 2 at almost under 1 hour
they consider it as spam

I understand people. You just want to send DMs and advertise in a straightforward way.

But SPAM/MARKETING is an art.

For example, in an adult niche, would you rather DM 100 people, get 20 Telegram accounts banned, and lose $30?

Or use a female profile to say “Hello” in an adult chat group, receive 100 DMs, and respond to them?

Telegram works with a 1:1 SPAM ratio.

Every marketing effort works through specific strategies based on the current situation.
 
Sounds like Telegram flagged your activity as spammy. Usually, the restriction lifts in 1–3 days. If your usage stays safe and slow, the account likely won't be banned. Just give it a break and avoid messaging too many new contacts too fast.
