Telegram Number Banned - Things to Consider When Creating New Account?

We just lost our Telegram. Can anyone assist with answers to the following for creating a new account-

- Can we use the same phone with new number - or will Telegram recognise the device?
- Will Telegram recognise the Windows device we use if it's the same?
- Anything else to consider when creating a new account?
