If you can provide me with some more details per pm, where to scrape the id's from (groups/search-engines/...), what features would be great,...
I can probably make you a decent scraper in a few hours and release it on here for free, since there seems to be interest for it.

You can parse users even from a closed group, but for this you must have a link to this group.
After parsing the group, you can check all users and find out when they were last online

Yes, I can do it. I do myself as well.
I can . get users from the public / and non-public group. All you need is a link to it.
You need to add users carefully and not so that telegrams do not ban your group
