tele charge for messages feature

so when i enable this i still see some people can message without having to spend stars, i have no one in exceptions, what could the reason be ? if someone sent me a message earlier they are automatically in exception ?

It’s possible that people who messaged you earlier are automatically added to your exceptions list, which would allow them to message you without needing to spend stars.
