Couldn't a competitor go on fiverr and order dozens of horrible link building campaigns and aim it at my domain? (sending it to SEO extinction!)

Any way to defend against such an attack?
 
Build more authority links, then those fiverr links won't affect your rankings
 
The only option is to be too "strong" to get affected, take Wikipedia for example.
 
If you have competitors you have to watch your backlinks regularly, if you notice something suspicious like +10k links overnight to your website, then submit those links to disavow and they won't affect you.

They could, but it doesn't always work. A competitor could also just submit your URL to one of those extortion websites that requests money to remove your link from their website, but I'm certain most people are either too cheap or indolent to go through with it.
