TCI compared to pagerank

How does TCI compare to pagerank in terms of quality?

For example, does TCI >25 = ~PR5? Looking for a rough estimate.
 
TIC...Yandex's ranking system for websites. Similar to PR, DA/PA, TF/CF, etc.
 
As I understand Yandex pretty much mimicked what Google did with their PR, so TIC is the same as PR, only the scale is different.
The first is between 0 and 10000, the second is between 0 and 10.

Edit: Did some research, as I got curious myself.

1. TIC is between 0 and ~300,000 atm, Yandex doesnt seem to put a limit on it like Google does. The maximum value changes freely as Internet grows. Same happens on Google btw, only Google always rescales the raw values to be between 0 and 10.

2. PR is calculated for the entire Internet, TIC seems to be calculated for Russian niche only. E.q. if you get a link from google.com it doesnt count towards TIC. An example that stands out is baidu.com it has PR9 and TIC of 1400 only. Obviously, its because there are not many Russian resources linking to it.

3. TIC = exp(const * PR) for russian websites, and its similar to the raw value of page rank before rescaling

is still TIC score used at yandex??? while searching website i came to know about tic. thanks for the detailed info. as we all know PR is no more here.
