Targeting people who have visited specific websites?

Is there any way to target people that have visited specific websites? I was thinking maybe I could pay a website owner to include my retargeting pixel, but it looks like Google does not allow this. Is there a media buying platform that does? Or is there another way to accomplish this?

You can just get the website owner to install your Google analytics code in addition to their own. That way, everything can be connected to Google ads

No, they won't because analytics code is just what all webmasters use for tracking their various sites. If you're banned, it's definitely for another reason
