targeted retweets/shoutouts

Hi there,
I am looking for some targeted retweets for my Youtube Channel.
Most services I found in the marketplace section are of course non-targeted.

So, how do I go about that?

There are some Youtubers that are using this method a lot and get some nice traffic to their channel.
BUT Youtube algorithm seems to be about quality views (watch time, engagement etc.)
so it is quite important that I get some targeted retweets.

How do I find people that I can pay for a shoutout that are in my niche?

I found some people on Fiverr.com who offer targeted shoutouts
but some people here on BHW say to not use Fiverr.com if you want some
quality shoutouts.

You can find accounts in your niche and message them directly. I have a few Twitter accounts but don't know if they'd relate to your niche.

Is this actually the way to go about it? (I am new to Twitter marketing)
It would think that people with real twitter followers won't like that you 'use' their real followers for your marketing purposes.
