Target Facebook Ads By ID?

Hi, I heard that there is a way to target your Facebook advertising using ID scraped from groups or fanpage.
But I can't find that function on my advertising panel. Can anyone tell me how to do so?

Seems a great idea but why don't you use Facebook ads tools!!!!

There's a tool called Facebook Power Editor which can be used only in Google Chrome. It's actually an extension to Chrome and can be found and installed for free from here -
1. After installation, go to ads manager -

2. There will be a link on the left side called Power Editor, enter.

3. Click on "Audiences" from the top left panel.

4. Now - Create Audience>Custom Audience>Pop-up box: Fill out name and description>Type set to "UIDs"

5. Click the "Choose file" option and select the .txt file containing the UIDs.

6. Hit "Create" and FB will start building the custom audience. Wait...it will take an hour or two.

7. Now create your ads -

8. While creating the ad, under "Choose your audience" option, click to expand "Show More Targeting Options"

9. Now you can select your newly created custom audience

Don't forget to set the CPC as low as you want.....no more than $0.06.
