Taobao can be surprisingly strict, especially with new accounts.
I'd focus on making one stable account first instead of creating multiple—it's usually much less frustrating in the long run.

Taobao has very strict device and IP scanning for international accounts. I think you should try completely deleting the Taobao app, clearing your browser cache, turning off Wi-Fi, and only using your phone's 5G network when registering.
