Web 2.0s are great links, bc of the piggy-backing of Domain Authority you can use. However, if your web 2.0s don't have and Page Authority, they're of little help. By building links to those in a "tiered' form, you are ultimately adding Page Authority to your web 2.0s.

I usually just find a Fiverr gig that says tier 1 & 2 linking, and use it for 3rd & 4th tier since the links will be pretty sh*t for $5.
