Maybe you should try it yourself; from my perspective, great content and hashtag will probably better than without it for most video. but idk how shorts work

If there's no harm putting in the tags then why not just add them in.

The way I've heard is that tags don't matter in the sense that they're not required anymore but you can still use them to promote certain keywords.
Basically if somebody leaves that box open it won't penalized them as the most important thing these days is the content itself, especially in the first 5-10 seconds, title, and thumbnails. You can throw some of your keywords in the description box instead.

Tags are useless, I have used with tags and without tags both have the same recommendations.

Tags can help you a little bit but they are option at end, they can give more discoverability when someone is searching for something or a type of video in especific but still your video will show in the search if it is related to what the person is looking for, even if your video doesn't have tags.

I always add them no matter if they have an impact or not. If YouTube one day decides to make them count again I don't have to go through all videos and ad those keywords. If there's a small chance that they have an impact why not just do it. Doesn't take much time anyways.
