Tagging random people in comments, how is this done?

Hey! First post here, been lurking and beeing using FL for a little while now, but still VERY new to all this. So I have a question, How do you tag random users in comments? I've been repeated tagged in comments by someone I don't know (random spam account) to check out a video promising "free followers" if they click the link in the bio. How is this done..? & can It be done withing FL?
Thanks in advance, and I apologize if this has already been asked/ answered try searching for a similar post and couldn't find one!

if you're being tagged in the comments than that person either bought mentions or he/she's using a mention bot. : )

they basically scrape users from a target account and then mention all of them in the comments.

Ahhh, so I'm assuming this can't be done within FL? & I'm assuming the whole thing is pretty high risk for the account your tagging people to... correct..? I only ask because I haven't seen this done outside of the instagram "free follower" scam accounts haha.
