Swarmed with Adspower / click fraud. Advice on preventing it?

I'm coming from perhaps the other side of the coin, and run a service business. We gather local leads through our submission form, and our business is apprently targetted by a competitor, or competing industry. Our Google Ads are swarmed with click fraud, and some of our conversion algorithms have been completely destroyed by Adspower users clickings ads / filling out our form / marking a bad conversion. This is great for some people, but super bad for me. The main info I have is that they use IP generators, SOAX checker, and Adspower to run train on our local advertisements. Since you guys are the pros-- do you happen to have any advice for someone caught in the crosshairs here? We are switching to offline conversions in Google Ads to protect the algorithm, but it would be nice to further filter / protect against some of the clicks in the first place if you have advice on it.

I understand your situation. Adding ReCaptcha to your forms can also help block such fake clicks. And you should keep an eye on your Google analytics for any suspicious patterns and contact to google Ads support, they might refund for invalid clicks. Have you ever considered adding fraudulent IPs? I think this could also be an option.
 
Folllowing, in the same boat! Recaptcha can prevent the bot leads but it still doesnt address these C### that are exhausting budgets. The IPs look so unique so you literally going in every hour adding in fresh IPs to block

I think we are primarily dealing with human actors at this point-- Is ReCaptcha actually a solution to those using Sunbrowser / Adspower? We had tried using ReCaptcha V2 and V3 with no discernable difference about a year ago. They are using random IP generators as well. When we check the form submission logs, the spam leads' IPs are always unique. We've chatted w/ Google once or twice, and they were unhelpful at best. They essentially refuse to admit there's any way that invalid traffic can exist outside of their ability to detect it, which is amazingly ignorant, even when I'm showing them the data.
