NO i dont believe it is payment issue
i think somehting with content or keywords
but they say payment issue to throw u off

im still fighting to work it out

Whenever GAds tightens nuts and bolts, it is most tightened in US GAds, as these are the most threshold used (or rather abused). Yes, many country's GAds "nuts and bolts" are somewhat tight now, but try some different countries too and see your results. It is just a suggestion, because if something at some particular point of time is relentlessly not working, we must try things differently.

I have been into GAds churn & burn since 2013 : Every year it happens 2 to 3 times, but lasts 1 to 2 weeks. However this is the first time when the "weather" is "rough" for almost 3 months now. But nonetheless there are still people churning & burning and now it is better to create more & more number of accounts, appeal each suspension, keep changing fingerprints, user agent strings, try various payment methods (for threshold), etc.
 
Bcoz of scamming/unpaid balance google ads updating their system on regular basis, u have to be uodated too with Their system.

Try to use real ip, old mail and strong card with same Location

try to appeal,it works most of the times,just enter your card details on the appeal and you will get reactivated
