To check if they are legit make sure you either pay via paypal or use an escrow service.

Escrow services are worldwide. All they do is hold the money until you get the product so you can not get scewed.
Most suppliers do not like PayPal. Most prefer Western Union, Bank Transfers, Money Orders, Cashiers Checks, etc. Reason why is it's pretty easy for them to be scammed on PayPal.
A supplier that's actually very accepting to PayPal can raise some red flags.
If you don't mind me asking, what are you trying to buy a sample of?

it can be risky no matter what type of research and how they accept payment, scammers are making themselves look better and better these days...once you do some research order a very small amount to test waters where if you loose it it won't be a chunk of money, if the supplier isn't willing to do that then I would walk away.

They should offer paypal as well as WU and moneygram. Ask them how they ship there products and if they ontrol the weight of packages.

Go with your gut instinct. If it feels too good to be true, it usually is. Communicate with the company, find a little more about the history and see if you are happy with their knowledge of what they're selling. If any doubt, stay away - It's not the end of the world as there are plenty of other sellers out there. But as a general rule of thumb, avoid the ones who aren't focusing on one specialty, but many. i.e. selling shoes, electronics and sunglasses at the same time.
