Hi! I'm thinking to build a torrent website like KAT, I'd like to have some information. What about costs? What kind of server do I need? Which people do I need to realize the website? Could it be a good investment? Thanks in advance.

Its rather bad investment. Cloning other businesses in such a niche is bad idea. Monetizing sites like that is extremely difficult, so better go for something more legal.
 
A question you should ask your self how long jail time is and how likely you will get caught

Usually OVH.com is alright with it. Try also trusted hosts from Eastern Europe.
