So I have a friend who owns a local business.
I researched a couple Keywords with LOW COMP and good volume.

Please share your suggestions to get to #1 no crappy SEO/Backlinks Service

Search the site for downloads pertaining to the following:
1) Google Places (to rank high on the local search level in Google Places - there are many products in the downloads section), and
2) SEO (On-site and Off-site). Off-site is where you will find the backlinking, etc. work.

There are also some recommendations if their website is Wordpress or not. Or, hire a consultant to do the work, like I do for my clients. You have several options.

How can I rank better in google places? I know about review sites..anything else i can do??

A good recent resource for Google Places is Google Places Takeover, which can be found in the download section. It is a large file and contains several videos, but if you just read the very detailed pdf book (about 5mb in size), it contains everything you would ever need. Pick what you like to implement and go for it.
