Suggestions for Tier 1 links?

I did a Squidoo page and some business directory listings so far (though I know the Squidoo page wont see much real traffic). The business I work for it would be hard to write a compelling article about that people would actually want to read.

What sites (specific sites) do you use for your Tier 1 links? Tier 2 links?
 
It depends on what the business can provide.

Do you have images? - pinterest
Do you have videos? - youtube
Do you offer informative documents on something? - pdf sharing sites
+ of course the usual suspects: web2.0, guest blogs (related topics), ...

Imho it is always a decent T1 if it really offers the user something.
 
Contextual links are always great, there are tons of top PR web2.0 sites there like tumblr, weebly and etc are available, which you can use for tier1. Eventhough you can't write compelling article, you can write article about the business itself. You can use social bookmarks or wikis for tier2.

web 2.0 are the best for tier 1, be sure to use readable articles and add tags and atractive titles, you can get quality traffic from this websites, can grow your lists or make a few sales.
Social bookmarking as tier1 is good aswell, places like diigo,stumbleupon,reditt,furk,

try to always spread quality content among your tier1 , tier 2 an 3 i use spinned text and works great,, just take care of your money site and your tier1

I personally use web 2.0 blogs for Tier1 links and
other types of links on tier 2

In this process i generally use article kevo, money robot submitter, gsa ser.
