1. Analyze your keywords competition.
2. Create an excel sheet with columns of Off-page techniques such as Blog Comments, Guest posts, Press releases, Social Bookmarks, Web 2.0, etc..
3. Start the process on daily basis such as 5 hand written high pr blog comments on relevant to your niche sites, 1 Guest posts on relevant niche sites, 20 social bookmarks etc..

Make sure to balance in nofollow and ******** links.

In my view, Guest posting, Press releases, Social sharing, and Social bookmarking are the best techniques. All have their own importance so you cannot move forward by ignoring any and if you do so then you will see the results like less quality traffic or low ranking.
