[Suggestion] Introduce warning and infraction-based limitations on selling

In the same way that an active warning or infraction would prevent a member from launching a BST, I think that introducing a similar mechanism to selling on HAF and WTB, and keeping an active MP thread could help a lot with spam and general rule enforcement.
I am not really sure about the actual number of points, but I think that putting these limitations could help out:

Over X points: Restricted from selling to WTB and HAF requests (a bit harder to enforce, I know).
Over X+Y points: lock MP thread.

That's interesting idea. I'll add it as a discussion point for the next team meeting.
