Suggestion for an iPhone App

Well first of all to clear the air, if you created an illegal application, then still no one in the jailbreak scene would host it with risk of it getting hit with DMCA requests left and right. So basically you would have to host it yourself, and find the popularity yourself, opposed to community repo's doing that for you.
If you're talking about legal apps, then it depends on what type of application you would be releasing. Usually Apple would reject most SEO applications to avoid spam, even if there is nothing about it on their Terms of Submission, they tend to stay away from that kind of stuff. There's nothing wrong with trying though, the worst that happens is they reject it. I honestly think you should release it to a jailbreak community like ModMyi. I've had over 200,000 downloads on my apps in that community and the best part is, there's no limitations that Apple can set. The only downside is, users have to actually jailbreak to gain access to your app.
