Sugesstions about tierd linkbuilding!

Hello Guys,
Currently I am working on my site with my personal SEO methods and till now I am getting good keyword movement. Now I would like to know how many ways we can make tiered link building? Means which links should we send to 2nd tiers with which keywords?

Suppose on 1st tier I made manual web 2.0 blogs, high pr bookmarks,social signals with main keywords.
Now for 2nd tier should I target all of the above or just web 2.0 is sufficient with same main keywords along with generic keywords combined? Currently I am targeting only web 2.0 for comment blast. So is there any advantages on targeting social signals,bookmarks etc in 2nd tier?

Also I would like to know what are the possible ways we can provide additional link juice? Also what tier 1 platforms you would like to suggest to add it in my arsenal?

Thanks alot guys! That is really helpful. Can you tell me what percentage you recommend to use main keywords in tier 2 and tier 3? anyone trying 2nd tiered linking targetng main keywords?

Great method!
Will this still work on a website with a bad link profile? Let's say you have 200 web 2.0 links, build in a pyramid.
Or do you recommend to start with a new website?

Boosting all the first tier will certainly help. You can add more link types like PDF/PPT submission, edu blog submission and other platform submission to increase the backlinks portfolio. When boosting the first tier, use wiki submission, comment blast and even second tier web2.0's that will help.
