Success not using City + Keyword

Has anyone had good success steering clear of city + keyword on informational blogs?

My situation is nationwide sites selling partnerships with local brands on these keywords

AND

Mommy/Women recipe blogs networks that are PBNs lol really

I cannot out scale them on links and dont want to invest tons of cash into this either. Is there opporunity to go hyper local or more loca and anyone have a strategy? I am trying to pull a little traffic on a okay blog that is being buried by all these nationwides schemes.

I focus on intent clusters like “problem in [city]” guides and partner features, then build one standout resource per area so local brands see me as a discovery channel.

Yes, target "neighborhood" or "street" level keywords (e.g., "best parks in [Neighborhood]" instead of "best parks in [City]"). Create hyper-local content these big sites can't match.
 
It’s definitely tough to beat those nationwide “city + keyword” networks on brute-force links.
