Well, is it only for low competition keywords or can I rank medium competition keywords with web 2.0 as well?

Both Medium and Low competition Keywords are fine.

Web 2.0's will provides credibility and diversity considering backlinks history, so create quality ones. And as mentioned above low, medium competitive keywords are fine, also check with LSI's keywords, it takes some time to rank keep working.
