No, no. You're completely right... they're more then likely not going to be adding any links you submit. Unless of course you somehow have a blog relating to Wetland Restoration.

You probably need a significant resource site for them to add a link. That link would be instant authority.

The PR9 is the homepage, the page with the links that are submitted is a PR0....
...plus, I seriously doubt they approve any old site....
