Submit.PW Palau Domain?

Ahref intersect report is showing many of my competitors on multiple .pw domains. They have little domain authority. But interesting to find many of them on there. It's a directory backlink service. Is there any potential upside or just potential downside? Is the only value in that it just gives a clear indication which competitors are using Spammy SEO Service Providers?

Ive noticed one of my competitors using this service, I think it's indian in origin.
