stupid stupid backlink question

ok guys so i admit it already. This will be a stupid question for 99,9% of you. Alhtough I managed to get my site rank at No1 page on google i still could n't find the courage to ask you a question that i have from the begining. Of course i am a noob.

The question is about getting backlinks from blog comments.
For example, i visit exampleblabla.blogspot.com
many times there is a form that asks for my name and for my webpage. Then there is space to leave my comment.
Is this the way to get backlinks? Or do i have to enter my webpage link into the comment aerea??

in blogspot blogs you can use html tags to hyperlink your website something like
<a href="yoursite">Keyword</a> Simple

on forms where it asks just for name and comment, you need to put your url in the comment field along with your comment text
on forms like wordpress, where it asks for name, website and comment you just fill in correspondingly
