Yes, there are, but Morocco is usually on the banned list of countries by the popular VCC providers for media buying. Your best bet is to look for a local EMI or a bank which can issue VCCs. Eventually use a 3rd party and negotiate a fee with your provider.
In that case you will be able to use the issued VCC in any Moroccan ad accounts, but you won't be able to change the address on the VCC.
