Hosting is very expensive. That is why there are few competitors to youtube.
However if you are planning on only doing the streaming part, that is easier.
Like the free movie sites, just have a site where you have content on your site but hosted somewhere else, like MovieStream or something.
If you are to do this, prepare yourself for copyright problems though. Get anonymous hosting, make your project off the grid.
