Strange Manual/Shadow Review Behavior

Hey,

lately we have a lot of accounts where we play manual review ping pong wih google. Every few hours a review kicks in and we don't see any impressions, then it stays in review for a few hours and comes back again. Happens for days.. And we don't know why and what's the trigger.

It started for us when we increased the budget (just 10%) but it doesn't stop..
Anyone else sees the same behavior? Any idea what's happening?

Yeah seeing that as well on few of my accounts, it just randomly goes into review, without touching the campagins at all. But then it's fine the next morning and so on. Most of the time it happens when the campaign spends big portion of the ad budget (for example if its 50€ and it spends 100€) for me
