story views and engagement

I have 15k followers. After messing around with telegram groups and bots it seems like I'm permanently shadowbanned. Very few clicks from hashtags although sometimes it randomly blows up on a random post... The next problem is my own followers don't like/see my content. I would get around 60 likes on a post. It used to be over 500 a year ago.

I am thinking about creating a new account. What made me reconsider is my story views. I get about 500-600 story views from my own followers. Does that mean my followers can still engage with me and I should not give up on that account? Those story views are pretty similar to high engagement accounts with similar stats.

Should I try to build new engagement and restore old one on this account or start a brand new account? It's been like this for a long.
