A lot of people neg rep because they feel like it, so it's not always justified.
I once got a neg rep from a highly reputable member who commented "cheeky fucker" after I pointed out that his question has been answered in the thread. Justify that. lol

It doesn't need to be justified, everyone is in the same boat. Someone left me -9 the other day by accident, it's not the end of the world.
Opening threads about it on the other hand, is pointless. If you're on <0 rep then you've clearly pissed off someone and evidently aren't much of a contributor.
