I dont think so, You have to put on your own video footage, other wise it can not be monitized

yes You can monetize Stock video, but you must have written permission granting you commercial use rights at any time by the rights holder.

Yes, you can absolutely monetize stock footage. There is a whole economy of stock footage videos on YouTube; they are called Cash-Cow videos. These videos contain stock footage and a script like top-ten jobs, bridges etc.
