Still use proxies with VPS/Dedi?

Im in the final stages of choosing my vps/dedi for SB and XR and just wondering if you go offshore do you still use paid or the harvested proxies? Thanks

Also most likely going with XSss unless you have a much better solution, would like to be under 50$ for either vps or dedi, i am used to cpanel so would like that on the win box. thanks
