Sure depending on what strategy you pick can determine the type of penalty with Google you may receive. If you include to many keywords in your article that is called keyword stuffing and you can be penalized for this. Also if you link spam directly to your money site you can be penalized and lose your SERP ranking.

Yeah mate link campaigns is the main way to build PR you just have to know how to successfully run the campaigns without
getting spammy and messing it up. Avoid tools to start even if they do make like easier in the long run. Either way you have
to build links to rank and that has been true since the day the first webpage was built until now.
