i have done scrapebox+private ips+captch sniper = 300 backlinks . but still my website is not ranking , im new to scrapebox and backlinking stuff ...or i m missing something ?

Depends on you competition and proper on page seo

competition is very low , but two of my keywords ranked 10 and 5 and still not getting visitors .

Are all of your links blog comments?
Get some good ole' high PR contextual backlinks to give your rankings a boost. Plenty of blog network services here on BHW. If it's low competition it shouldn't take much. Perhaps use some Web2.0s as buffers if you're not sure of the quality of the links.

You cannot rely exclusively upon blog comments for ranking, but that would again depend upon what your competition may be doing. Go for contextual links, which should be the way to go.

How many articles you have added? Are they original or are they spun? it's common for Google to take this long to rank a site. Resubmit your sitemap to google webmaster tools.That usually speeds things up a bit.

doing blog commenting is not enough not, build some web 2.0

Diversify your links. If you build a link profile of mostly blog comments or cheap links, you won't rank. You need some powerful high rep links in order to rank.

You missed a lot of stuff mate. Just read around the forums. Blasting 200 links from SB and expecting results is a thing of past.
