Steroid Ads on Facebook -- How Did They Do It?

Came across a steroid ad on FB today.
Does anybody know how they did it? Or does FB approve ads with bots?

I'd understand if it were link cloaking, but there are photos and ad description that explicitly state that those are steroids.
