I would put article writing first. Then after you have a base, go for directory submissions, then web 2.0, with a smattering of blog comments in there somewhere.

I have used article submission,directory submission,forum posting,do follow blog commenting,social bookmarking and networking then use any other methods for backlinks.

I maintain the following steps and getting a good response:
# Forum profile backlinks (50-100) per week
# Article writing (5-7) on various directories after spinning or re-write them properly.
#Directory submission of each sites
# Short blog posts on some relevant and popular blogs
#Press release within every 2 or 3 weeks
#Social Media marketing(fan pages,twitter,stumbleupon,Bookmarked sites)

Yes, on page seo is your main ranking factor. After on page SEO the linkbuilding starts.
