Incident Description:
1. Summary of Transaction:
I purchased an ad account from the accused after seeing their sales thread (BST) which advertised "ready to run" accounts with "full support" for getting ads approved. I paid a total of $179 ($79 for the account/setup fee and $100 for the initial ad budget).

2. Failure to Deliver:
Despite the "ready to run" claim, the account has been unable to run any ads. I have attempted to launch over 20 ads using methods that work successfully on my other accounts, but nothing works on the account provided. This indicates the account itself is the issue.

3. Breach of Support Agreement:
The seller’s BST explicitly promises "full support" to help get ads approved. However, the seller ignored my daily messages for assistance for several days.

4. Bad Faith & Attempted Upselling:
When the seller finally responded, he did not provide the promised support. Instead, he claimed it was "not his problem" and attempted to charge me an additional $100 to run the ads for me. This is a direct violation of the original agreement where support was included in the $79 fee.

5. Refusal to Refund Unspent Funds:
The seller is currently withholding my $100 ad budget which has not been spent. He claims he "doesn't have it," despite being the recipient of the payment. He has refused all requests for a refund of both the setup fee and the unused budget.

Desired Resolution:
A full refund of $179 to be returned via the original payment method.

Efforts to Resolve:

Direct Telegram Support: I initially reached out via the Telegram handle listed on the seller's BHW page. I messaged him daily for [Insert Number] days providing proof (screenshots) that the account was not running ads and requested the "full support" he promised during our negotiation.

Addressing the Upsell: When the seller finally responded on Telegram, he refused to fix the account for free. I pointed out that "full support" was part of our original deal, but he instead tried to charge me an additional $100 to run the ads for me.

Resolution Attempt/Proof of Concept: I offered a compromise on Telegram: I told the seller that if the account truly worked, he should use the $100 budget I already paid to run the ads himself. I agreed that if he was successful, I would continue the deal. He refused this.

Formal BHW Direct Message: To comply with forum rules, I moved the conversation to BHW DMs. I issued a formal request for a full refund of $179 ($79 for the account and $100 for the unused budget) and gave him a 24-hour deadline to resolve the matter.

Final Refusal: The seller replied on BHW refusing to refund, claiming he does not have the $100 budget and stating that his "policy" does not allow for refunds, despite the product being non-functional.

What kind of outcome are you looking for from this Dispute?
Desired Outcome:

I am seeking a full refund of $179 ($79 for the account setup fee and $100 for the unspent ad budget).

The account is non-functional for its advertised purpose, and the seller has failed to provide the promised support, instead attempting to charge additional fees to make the product work. Since the $100 ad budget remains unspent and the account is unusable, a total return of all funds is the only fair resolution.

I am happy to close the dispute once the $179 has been returned to my Crypto/Original payment method address.

Black Hat World staff members will not contact you outside of BHW at any point regarding your dispute. BHW staff members do not use Telegram, Skype, Discord, Whatsapp, etc under any circumstances. If someone contacts you on any of these third-party platforms claiming to be a staff member, block them immediately.
 
As you have come this way, first bullying me on telegram and then on DMs with admin, I hope admins will settle it down. I will do whatever admins deems to be done.

Here is my response to whatever the guy is accusing me of:-

I tried to resolve it by providing this person with another ad account + 6 more month term ($534 worth), so he can keep using the account and trying their ads with different methods.


1. I rents ad accounts, There is no such thing that provides 100% guarantee of running your ads. The ads you are trying to run must be violating telegram ads policies. So they are getting rejected again and again. In the first FAQ we have written this.

2. And what do you mean by ad account not working ? If you run ads and they are not approving ads how can it be account problem ? Means tg ads mods are specifically targetting this account ? I can run 100s of ad in the same account, as long as they complying with tg policies. I am happy to share this ad account with any third person on BHW who can try running their ads on the account. Or may be several people who can check themselves.

3. Here is clear mention of refund policy, which you are asking for refund again and again. I said i rents accounts, you paid me $79 instead of $89 and i let you rent account for 1 month. Ok you used the account, your ads aren't able to run and then you are blaming me for it ? Everyone is renting ads accounts here be it google, fb etc etc, so if anyone purchases an account from them and they are not able to run ads how is it their problem ? You are accusing me of having some kind of trick to run your ads, yes the trick is i have to grind for weeks to make your ads live. But once you started going ballistic on me with your claims i said i won't grind for you even though you offer to pay me $100 for it.

Lets now talk about $100 you asked me to add funds to ad account.

You asked me to add 100$ to ad account, you sent me TON coin I added the TON coin to the ad account which i have provided you.

Means the crypto from my TON wallet is sent to FRAGMENT which then ads TON coin to tg ad account. That means its gone into ad account, how can i refund it if i have added something to ad account ? Its not a pay as you go service, we need to add funds to ad account first and then you use it.

You want me to refund the $100 which you added to ad account, why would I be responsible for $100 you added to ad account ? You could have run ads for $20 or $2000 that money won't be mine and I don't have control over that money either. Its added to ad account and there is no option out there with which I can refund that money. So $100 i can't refund at all, as its not with me or the ad accounts doesn't refunds in any way.

If i had something that i can do in account with which there won't be any ad approval why would i do that ? I charge 8% for all the refills, so if you are running ads and funding the account again and again it will be profitable for me.

Atlast I would say I don't have any option to refund the $100 which you ask me to add to ad account.


Still if admins finds me guilty of breaking any rule I will be happy to refund all the payment, even if I had to bear the $100 cost, which Person have already added to ad account.


I can only offer few months extension in which the user can run ads, can use 100$ on any type of other channel if they have any.


Here is full conversation with the user, I have never told them that i will fully support them in running betting ads, support in our case means that in case they have issue with setting up ad account or they don't know how to run stuff. I don't think i should be liable for users inexperience with everything they are stating.

He is accusing me for asking 100$ for running his ads, I already told him 100$ is my fee for working on such ads. It was not a upsell. Check these screenshots. This was before the User even had any issue.

A couple of things here.

1) Selling KYC accounts is against our terms of service, so please stop doing that.

2) It's not the responsibility of the seller to guarantee that Ads are accepted on 3rd party sites, so that is not a part of this equation.

@Rebel Phantom, I would like a response to #1, and @Stefan1111, I'd like a response to #2.

I am renting Tg ads accounts only for running ads. I will remove any word such as KYC account. The accounts I have are in limited quantity only that's why I only rent them on monthly basis. I will re-submit my sales thread.

If they are KYC you cannot offer that here.

That won't affect the results of this thread, but that's a no-no here.
