Incident Description:
1. Summary of Transaction:
I purchased an ad account from the accused after seeing their sales thread (BST) which advertised "ready to run" accounts with "full support" for getting ads approved. I paid a total of $179 ($79 for the account/setup fee and $100 for the initial ad budget).
2. Failure to Deliver:
Despite the "ready to run" claim, the account has been unable to run any ads. I have attempted to launch over 20 ads using methods that work successfully on my other accounts, but nothing works on the account provided. This indicates the account itself is the issue.
3. Breach of Support Agreement:
The seller’s BST explicitly promises "full support" to help get ads approved. However, the seller ignored my daily messages for assistance for several days.
4. Bad Faith & Attempted Upselling:
When the seller finally responded, he did not provide the promised support. Instead, he claimed it was "not his problem" and attempted to charge me an additional $100 to run the ads for me. This is a direct violation of the original agreement where support was included in the $79 fee.
5. Refusal to Refund Unspent Funds:
The seller is currently withholding my $100 ad budget which has not been spent. He claims he "doesn't have it," despite being the recipient of the payment. He has refused all requests for a refund of both the setup fee and the unused budget.
Desired Resolution:
A full refund of $179 to be returned via the original payment method.

Direct Telegram Support: I initially reached out via the Telegram handle listed on the seller's BHW page. I messaged him daily for [Insert Number] days providing proof (screenshots) that the account was not running ads and requested the "full support" he promised during our negotiation.
Addressing the Upsell: When the seller finally responded on Telegram, he refused to fix the account for free. I pointed out that "full support" was part of our original deal, but he instead tried to charge me an additional $100 to run the ads for me.
Resolution Attempt/Proof of Concept: I offered a compromise on Telegram: I told the seller that if the account truly worked, he should use the $100 budget I already paid to run the ads himself. I agreed that if he was successful, I would continue the deal. He refused this.
Formal BHW Direct Message: To comply with forum rules, I moved the conversation to BHW DMs. I issued a formal request for a full refund of $179 ($79 for the account and $100 for the unused budget) and gave him a 24-hour deadline to resolve the matter.
Final Refusal: The seller replied on BHW refusing to refund, claiming he does not have the $100 budget and stating that his "policy" does not allow for refunds, despite the product being non-functional.

The account is non-functional for its advertised purpose, and the seller has failed to provide the promised support, instead attempting to charge additional fees to make the product work. Since the $100 ad budget remains unspent and the account is unusable, a total return of all funds is the only fair resolution.
I am happy to close the dispute once the $179 has been returned to my Crypto/Original payment method address.
