Steemit upvote question

i'm new to steemit and I understand a big part of how it works. but i don't know how to tip someone who commented on an article.

i noticed the top comment is the one who received a tip(some cents) and is not based on the number of upvotes.so what i want is to pay some cents so that comment will be on top. how can i do that?I have about 1.3 steem, 6 steem power, 0.3 steem dollars and posted two articles in the blog section.is anything i can do or those $ i see on other people comments are added automatically when upvoting depending on the account age/type/steem power?

could someone clarify that? thanks you guys, appreciated
 
Steemit is weird, i dont understand it fully but this is what i do understand. If you load coins into your account and power it up it forces the coins to stay there but then you recieve more voting power. The more voting power you have the more a single upvote from that account will pay. Thats why sometimes you will see posts with just a few upvotrs that have a much larger payout than some with more upvotes.
 
With your current Steem Power you can't even upvote for 1 cent m8
